Conakry: Contract teachers block Minister Jean Paul Cédy and demand their integration into the civil service

Conakry : des enseignants contractuels bloquent le ministre Jean Paul Cédy et réclament leur intégration à la fonction publique

The atmosphere was electric this Monday, October 13, 2025, in Donka, in the commune of Dixinn. Municipal contract teachers who were not retained in the civil service organized a sit-in there. The move aimed to challenge the authorities on their "precarious" situation. Starting from the headquarters of the Free Union of Teachers and Researchers of Guinea (SLECG), they went to the National Institute of Research and Educational Action to make their voices heard. There, they temporarily blocked the passage of the Minister of Pre-University Education, Jean Paul Cédy, while requesting their integration into the civil service, Guineematin.com observed on the spot through one of its reporters.

The meeting was organized by contract teachers from all prefectures across the country. They are demanding their integration into the civil service through an immediate and unconditional hiring order. Elhadj Mamadou Diaka Sow, national spokesperson for the unsuccessful municipal contract teachers, provided clarification on the merits of this approach.

"This is not a refusal to resume classes with the children, we want to continue serving the Guinean nation, but there is no official act from the Ministry stipulating that we must resume. Since the union structures, the FSPE, the SLECG and the SNE have said to resume, we invite the authorities, our supervisory Ministry, to make an official communication telling the contract workers to resume. We came here to make a heartfelt plea, so that the country's authorities can ensure that the decree is signed because to date, that's all that remains; to ensure that there is a single, consensual list and that we see the hiring order (in the civil service)," this teacher suggested.

In Guinean public schools, there is a critical shortage of teachers to fill the void. SLECG Secretary General Kadiatou Bah has called on the government to do everything possible to recruit the protesters.

"We have no other proposals to make to the transitional president except that he help us get these young people hired for public service. Because if it's pedagogy, they have it. If it's didactics, they have it. If it's academic skills, they have it. We all know that there is a glaring shortage of teachers in Guinean public schools, but why not recruit these teachers? So, we urge them to get these young people hired for public service," she said.

The National Institute for Educational Research and Action was packed with a massive presence of these contract teachers. They blocked the path of Minister of Pre-University Education and Literacy Jean Paul Cédy, who was due to attend the symposium organized in memory of Koto Barry, former headmaster emeritus of Yimbaya High School, now Senghor High School, who died yesterday.

It took diplomacy for the teachers to give in. "Those among you who already have teaching experience have a better chance of being recruited than those who aren't. Our goal is for you to be happy and fulfilled. I explained to you that you shouldn't hold on to a branch, you sometimes have to try to find solutions. But, we're still following that logic. I don't think we're going to make progress on this through sit-ins or other things. We didn't make the effort to exclude anyone among you, no one. We didn't refuse, we didn't tear things up, we didn't say you'll never be hired. We never said that..." declared Jean Paul Cédy.

However, faced with these despairing contract teachers, the Ministry of Pre-University Education and Literacy made no commitment. Moreover, the minister avoided this question.
