In Morocco, the government proposed a series of measures on Sunday aimed at encouraging young people to get involved in politics and supporting social reforms, amid youth protests since late September.

Following the approval by the Council of Ministers of the draft finance law for 2026, presented to King Mohammed VI before being submitted to Parliament on Monday, several draft laws aimed at modernizing public life and strengthening citizen participation have been adopted, the royal cabinet announced in a statement relayed by the official Moroccan news agency MAP.

"In order to encourage young people under 35 to enter the political arena ," a project plans to simplify their conditions for candidacy in elections and to grant aid covering up to 75% of election campaign costs, according to the press release.

In the same spirit, another bill aims to modernize political parties, strengthen transparency and encourage the participation of women and young people in their creation and management, the text continues.

The announcement comes amid social tensions, marked since September 27 by rallies by the youth collective GenZ 212, which is calling for reforms in the health and education sectors, the fight against corruption and a renewal of political personnel.

In this context, the government also announced that it will be putting forward a budgetary effort for 2026, particularly in the social sectors: 140 billion dirhams (12.9 billion euros) will be devoted to health and education, with the creation of more than 27,000 budgetary positions in favor of the two sectors.

New university hospitals (CHU) will be opened in Agadir (south) and Laayoune (a city in the disputed territory of Western Sahara), and 90 hospitals will be renovated, according to the text.

In education, the government wants to accelerate the reform of the school system by generalizing preschool education, strengthening support for schooling and improving the quality of teaching.

In Morocco, social inequality remains a major challenge. The country is marked by strong regional disparities and a persistent gap between the public and private sectors.

According to official figures, the educational deficit explains 47.5% of cases of poverty, despite the decline in the national rate from 11.9% in 2014 to 6.8% in 2024.
