The call center sector in Morocco is experiencing major turbulence. The cause: a new French law strictly regulating telephone solicitation. According to Younes Sekkouri , Minister of Employment, this regulation could jeopardize up to 80% of the sector's revenue generated with France.

An economic pillar in danger

The offshoring sector is not just a simple service provider; it is a growth engine for the Kingdom:

  1. Jobs: 120,000 direct positions (mostly for young graduates) and 50,000 indirect positions.
  2. GDP: An annual contribution of between 10 and 12 billion dirhams .
  3. Investments: 1.3 billion dirhams attracted in 2023 alone.
The risk: Between 40,000 and 50,000 jobs could disappear, with SMEs (which make up 60% of the sector) being the most exposed.

The Government's Response: A Multidimensional Survival Plan

Faced with the urgency of the situation, the Ministry of Economic Inclusion is deploying a strategy structured around three main axes to guarantee the sustainability of the sector:

1. Geographic diversification and premiumization

The objective is to reduce dependence on the French market by:

  1. Targeting new horizons: Germany, Spain, Italy , as well as Africa and Latin America.
  2. Transforming traditional telemarketing into high value-added services (technical assistance, consulting, complex customer relationship management, automated services).

2. Support and Training

To adapt to this new situation, the government is focusing on human capital:

  1. Launch of training programs for digital and language professions.
  2. Strengthened partnership with the OFPPT to align employee skills with the needs of tomorrow.

3. Financial and diplomatic support

  1. Taxation: Deferral of social and tax deadlines, and incentives for companies pivoting towards digital.
  2. Funding: Easier access to the support fund dedicated to SMEs.
  3. Diplomacy: Review of European partnership agreements to secure access for Moroccan service providers to authorized markets.

The minister concluded by reiterating the importance of social dialogue with trade unions to mitigate the human impact of this legislative transition imposed by France.
