Faced with a deepening crisis, the humanitarian community in the Central African Republic (CAR) has just unveiled its Humanitarian Response Plan (HRP) for 2026. The challenge is significant: to provide assistance to 1.3 million people with a tight budget of $264.1 million , requiring a "surgical" management of priorities.

A context of heightened crisis

Despite stabilization efforts, the vulnerability of the population is exacerbated by complex regional dynamics. Three major factors are impacting the country:

1. Persistent instability: Continuous internal population movements.
2. Migratory pressure: The influx of refugees fleeing the conflict in Sudan.
3. Challenges of return: The need to support Central African refugees returning to their country, often in impoverished areas.

The paradox of funding: Increased needs, decreasing budget

The required amount of $264.1 million represents a decrease compared to previous years. Far from indicating a decline in needs, this figure reflects a scarcity of international aid . This budgetary constraint forces actors on the ground to target only the most vital needs to avoid a humanitarian catastrophe.
