Chad: 33 serious security incidents targeted humanitarian actors between March and November 2025

Tchad : 33 incidents sécuritaires graves ont ciblé les acteurs humanitaires entre mars et novembre 2025

The operational environment for humanitarian organizations in Chad has deteriorated significantly by 2025. A data analysis published in December by OCHA, the Protection Cluster and their partners reveals an alarming increase in incidents, with 33 cases of crime and aggression recorded between March 1 and November 30, 2025.

These attacks targeted humanitarian personnel, activities and assets, occurring both on road corridors and in refugee sites .

đźš— The majority of attacks target aid convoys

Armed robberies of vehicles in motion constitute the most frequent category of incidents, with 13 cases recorded. These attacks directly target convoys essential for delivering aid to vulnerable areas.

  1. 10 cases in the east: mainly in OuaddaĂŻ (5), Sila (3) and Wadi-Fira (2).
  2. 2 cases in the center: in the Batha.
  3. 1 case in the west: in the Hadjer-Lamis.

đź’° Staff and financial operations also affected

Insecurity has impacted vital operations, including cash transfers:

  1. Robberies of CASH service providers (2 cases): One case targeted a United Nations agency in OuaddaĂŻ, and another, a government project in Wadi-Fira.
  2. Attacks on humanitarian staff (7 cases): Staff were directly attacked, mostly in OuaddaĂŻ (3) and Wadi-Fira (2), as well as in Ennedi-Est (1) and Batha (1).

🏕 Equipment theft and attempted kidnapping

Intervention sites and refugee camps are not spared, with 10 thefts of goods and humanitarian equipment recorded, including 7 in OuaddaĂŻ.

A particularly serious incident occurred in Adré with an attempted kidnapping targeting an employee of a national NGO, highlighting the seriousness of the threats facing humanitarian workers.

🤝 Urgent appeal to the authorities

The incidents affected the entire humanitarian community: international NGOs, United Nations agencies, national NGOs, and financial providers. No actor seems to have been spared.

Faced with this situation, humanitarian partners are calling on administrative and security authorities to make a strong commitment to:

  1. To guarantee a minimum level of security allowing for the continuation of life-saving assistance.
  2. Promote sustainable approaches to reduce reliance on armed escorts, preserve humanitarian space and facilitate access to communities in need.
