Tchad : Plan de recrutement exceptionnel de la Fonction Publique pour 2026

The Chadian government has announced details of the exceptional recruitment of state agents planned for the 2026 fiscal year. This ambitious plan combines the catch-up of quotas not filled in 2025 and new waves of provincial and security recruitments.

1. Remaining quotas for the 2025 fiscal year

The first phase involves filling the positions authorized by the 2025 Finance Law that remained vacant. This wave concerns 1,400 positions distributed as follows:

  1. Education: 400 baccalaureate-qualified teachers (from ENI) and 400 assistant teachers (former APICED community teachers).
  2. Sport: 300 laureates from the National Institute of Youth and Sports (INJS).
  3. Livestock: 200 agents (veterinarians, engineers and technicians from specialized institutes in Abéché, Moussoro and N'Djamena).
  4. Digital: 100 IT developers.

2. Additional recruitment for the provinces

To strengthen public services in the region, a specific recruitment drive is underway. These positions will be filled through provincial competitive examinations .

Education and the Environment

  1. 400 Assistant Teachers (formerly APICED).
  2. 500 Water and Forestry Agents.

3. Organizational arrangements and decentralization

The major innovation of this exercise lies in the provincial management of competitions:

  1. Setting quotas: Sector ministries define the number of positions per province.
  2. Local organization: Each Provincial Council organizes the competitions with the necessary technical support.
  3. Validation: The lists of successful candidates are sent to the Ministry of Public Service.
  4. Digital integration: Final recruitment and financial support are handled via SIGFiP (Integrated Public Finance Management System).

4. Digital Substitutions and Defense

In addition to these specific quotas, two other components are permitted:

  1. Digital replacements: Automatic recruitment to compensate for retirements or deaths recorded in the SIGFiP.
  2. Defense and security forces: Exceptional recruitment of agents who have already completed their training, within the limits of the available budget.
