Togo/ Communiqué du Conseil des Ministres du 17 décembre 2025

On Wednesday, December 17, 2025, the President of the Council, His Excellency Faure Essozimna Gnassingbé , chaired the weekly meeting of the Council of Ministers in Lomé. Discussions focused on budget adjustments, environmental protection, strengthening social protection, and operationalizing the new institutions of the Republic.

1. Economy and Finance: Budgetary Amendment

The Council adopted the draft amending finance law for the 2025 financial year . This readjustment responds to the uncertainties of the global economic context and aims for transparent management of public resources.

  1. Budgetary revenues: 1,472 billion FCFA (down slightly by 1%).
  2. Budgetary expenditures: 1,717.1 billion FCFA (up 2.3%).
  3. Overall balanced budget: 2,436 billion FCFA , representing an increase of 1.6% compared to the initial budget.
  4. Deficit: Estimated at 245.1 billion FCFA, it will be covered by the cash surplus.

2. Environment and the Law of the Sea

Adoption of the draft law ratifying the BBNJ Agreement (Marine Biological Diversity of Areas Not Under National Jurisdiction).

The goal: To protect biodiversity in the high seas from industrial pollution. This ratification allows Togo to access international funding (Global Environment Facility) and to actively participate in global ocean governance.

3. Social and Institutional Reforms

  1. National Social Protection Policy (PNPS): Adoption of a decree aimed at harmonizing public aid to fight more effectively against precariousness and guarantee inclusive development.
  2. The Ombudsman: Adoption of the operating procedures for this institution, which replaces the Ombudsman of the Republic. Its mission is to protect citizens against administrative abuses.

Accelerating the establishment of institutions

The President of the Council instructed the government to finalize the installation of the bodies provided for by the Constitution of May 6, 2024:

  1. CNDH: Expanded missions (protection of human rights defenders, prevention of torture).
  2. HATIC: New anti-corruption authority (replaces HAPLUCIA).
  3. HARC: Single regulator for media and digital (replaces HAAC).
  4. CESE: Advisory council now integrating environmental issues.

4. Climate Diplomacy (COP30)

The Council reviewed Togo's participation in COP30 in Belém, Brazil . The Togolese delegation strengthened its strategic partnerships to mobilize climate finance and accelerate the national energy transition.

5. Appointments

  1. Transport: Appointment of members of the board of directors of ANAMET (Meteorology).
  2. Finance and Budget: Ms. Mila AZIABLE is appointed National Director of Public Procurement Control.
