Le nouveau plan stratégique pour révolutionner l’agriculture

The Ivorian government is taking the offensive to modernize its economic engine. Through a new roadmap structured around five major pillars , the State aims to transform a sector historically dominated by the export of raw materials (coffee and cocoa) into a resilient and competitive industrial system.

Unveiled from Nouakchott by the supervising minister, this strategy relies on a synergy between public investments and the dynamism of the private sector.

The 5 pillars of agricultural transformation

Strategic Axis Key Objectives
1. Industrialization Create local processing units to move from raw export to high value added .
2. Climate Resilience Deploy modern irrigation, resistant seeds and risk management systems to cope with weather hazards.
3. Regional Integration To streamline logistics exchanges and harmonize standards in order to conquer markets in the sub-region.
4. Digitalization Using digital technology (fintech, satellite tracking) as a productivity lever for small farmers.
5. Social & Blue Economy Guaranteeing social protection for farmers while boosting the potential of the fisheries sector.

Breaking with the traditional model

The stakes are high: to break free from dependence on global prices for unprocessed products. To achieve this, the government is relying on:

  1. Food sovereignty through improved yields.
  2. The direct increase in producers' income .
  3. Developing the blue economy to diversify national resources.

Structural challenges to overcome

While the vision is clear, the path ahead remains fraught with obstacles. For this strategy to bear fruit, Côte d'Ivoire must address four persistent challenges:

  1. The glaring lack of storage and transport infrastructure .
  2. The complex access to financing for small farmers.
  3. The current weakness of the industrial transformation rate.
  4. The growing vulnerability to climate change.
Note: Full details of the first operational measures are now available on the official portal of the Ministry of Agriculture.
