The Senate approves three major bills for the agricultural sector

Le Sénat valide trois projets de loi majeurs pour le secteur agricole

The Minister of Agriculture, Sustainable Development and Food Production, Bruno Nabagné Koné , has taken a decisive step towards the modernization of rural areas. On Thursday, April 30, 2026, he secured the adoption of three bills by the Senate's Committee on Economic and Financial Affairs (CAEF), meeting at the Félix Houphouët-Boigny Foundation in Yamoussoukro.

These texts, initially introduced by decree under the impetus of President Alassane Ouattara, had to be ratified by Parliament, in accordance with Article 106 of the Constitution , to acquire full legislative force.

What these new laws change

The adoption of these bills is based on two strategic axes: land tenure security and the structuring of agricultural sectors.

Domain Content of the reform
Rural Land Creation and organization of a digital information system dedicated to rural land to simplify land management.
Oilseeds Extension of the rules for regulating and controlling the rubber and oil palm sectors to the coconut sector.
Northern Supply Chains Alignment of the shea sector with the marketing and regulatory mechanisms already applied to cotton and cashew nuts .

Concrete economic and social challenges

For Bruno Koné, these reforms are not mere administrative formalities, but levers for development for rural populations:

  1. Access to credit: Land tenure security will allow farmers and their descendants to use their land rights as bank guarantees to obtain financing.
  2. Valorization of Shea: By integrating shea into a regulated framework similar to that of cashew, the government hopes to transform this traditional product into a real economic engine for the northern regions.
  3. Comprehensive modernization: The goal is to improve the entire value chain: from production to marketing, including local processing.
"This is about transforming a traditional product into a structuring economic lever for the population," the minister stressed before the senators.

Agriculture, a pillar of emergence

In commending the quality of the dialogue with the senators, Bruno Koné reaffirmed that these measures are part of the national vision of making agriculture the foundation for the modernization of the Ivorian economy. These reforms guarantee both the protection of farmers' rights and greater competitiveness of Ivorian products on the international market.
