An awareness seminar opened on Friday, May 15, 2026 in Grand-Bassam. Initiated by the Administrative Settlement Committee (CRA) of the Public Procurement Regulatory Authority (ARCOP), this event aims to train financial controllers in the management of administrative litigation.

Organized under the theme "The CRA, a body for managing internal disputes within the public administration," this meeting targets key players in the budget cycle. The objective is to provide them with a thorough understanding of the workings of the CRA, from its referral methods and investigation procedures to the nature of its decisions.

Fewer disputes for better governance

For the director of financial control, N'Da Kacou Ange, this initiative is crucial. By strengthening the teams' skills on a daily basis, the administration hopes to anticipate errors and drastically reduce the number of disputes. Ultimately, the ambition is clear: to build a more regular, efficient, and sustainable public procurement system that fosters equitable development for all citizens.

For his part, the director of the CRA, Cissé Sidy, advocated for the creation of a genuine synergy of action with financial controllers. According to him, this training marks a major turning point towards optimized public finance management and the active promotion of good governance.

The CRA: A watchdog of public procurement

As a reminder, the Administrative Settlement Committee (CRA) plays a regulatory and oversight role within the administration:

  1. Complaints management: It rules on all complaints from public actors concerning violations of regulations.
  2. Self-referral: It can intervene on its own initiative in the event of irregularities, faults or internal malfunctions.
  3. Power to impose sanctions: It is empowered to propose, through official notices, sanctions against public officials found guilty of violations of applicable laws.
