Figures on Senegal's debt level are numerous and change from month to month. This is due to developments in the management of the so-called hidden debt issue. However, the Ministry of Finance, in its recently published "Economic and Financial Report annexed to the 2026 Finance Act," has revealed forecasts for the country's debt level.
It states that "the outstanding public debt is expected to reach 25,368.3 billion in 2025." This represents an increase of 7.1% compared to 2024. The debt/GDP ratio, meanwhile, is estimated at 117.3%, compared to 119.0% in 2024. This represents a decrease of 1.7 points of GDP, the document states. As for the external public debt service in relation to budgetary revenue, it would stand at 46.1% against a ceiling of 22%, the document states.
