Meeting in Abidjan on Monday, May 4, 2026, stakeholders in professional integration conducted a frank assessment of the Delegated Project Management (MOD) system. While the model has proven its effectiveness, its nationwide implementation still faces governance and funding challenges.

An urgent need for adjustments

The Minister for Youth Promotion, Professional Integration and Civic Service, Mamadou Touré , opened discussions with local elected officials (regional presidents and minister-governors) by advocating a culture of efficiency.

"Despite satisfactory overall results, we need to identify the levers that will allow us to move faster to achieve our objectives," he stressed.

For his part, Dr. Eugène Aka Aouélé , president of ARDCI, called for increased rigor in management to concretely meet the expectations of Ivorian youth.

The main sticking points

The diagnosis made by the participants, notably by Hermann Toualy (Coordinator of BCP-Emploi), highlights three major obstacles:

1. Financial commitments not met: Delays persist in the release of funds by local authorities.
2. Access to credit is complex: Even when resources are mobilized, many young people struggle to receive their loans.
3. Financial deserts: The lack of bank branches or financial structures in some rural areas hinders the implementation of the program.

Achievements to consolidate

However, all is not lost. The system has enabled significant progress, strengthening the role of local authorities in local development:

1. Skills transfer: A real increase in the power of regions in the management of employment programs.
2. Transparency: More rigorous and equitable mechanisms for selecting beneficiaries.
3. Proximity: Better adaptation of proposed solutions to the specific realities of each territory.
