Members of the Committee on Economic and Financial Affairs (CAEF) of the National Assembly will meet from Tuesday 18 to Friday 21 November 2025 to examine and adopt the draft State Finance Bill for the year 2026 and its tax annex.

📈 An Increasing and Structured Budget

The draft budget for 2026 amounts to 17,350.2 billion CFA francs , marking an increase of 13.1% compared to the 2025 budget (15,339.2 billion CFA francs).

This budget is structured around:

1. 29 grants
2. 158 programs
3. 39 special Treasury accounts

🎯 Strategic Priorities of Budgetary Policy

The fiscal policy for 2026 aims to support strong, sustainable, and inclusive economic growth . It focuses on:

1. Increased revenue: Increase the mobilization of domestic resources.
2. Cost control: Rigorously control operating expenses.
3. Support for development: Consolidate investment spending.
4. Social and environmental action: Substantially strengthen social spending (reducing poverty and inequality) and spending dedicated to environmental protection and adaptation to climate change.

🗓️ The Committee Review Schedule

The review will begin with a general introduction by the Minister of Finance and Budget, Adama Coulibaly, before each minister defends the credits allocated to his department.

Friday's session will conclude with debates on the 2026 tax annex , followed by the vote on the 2026 general budget .
