The Human Resources Department (HRD) of the Ministry of Communication ordered four of its agents, who had been absent for several months, to immediately return to their posts on Monday, July 13, 2026.

While debates rage in Côte d'Ivoire over the organization of civil service exams, another reality of the civil service is resurfacing: that of successful candidates who abandon their posts. This is precisely the situation facing the Ministry of Communication, headed by government spokesperson Amadou Coulibaly.

In a statement published on its official Facebook page, the HR department of the ministry set an ultimatum for the agents concerned to regularize their situation by Friday, July 17, 2026 .

The wanted agents

The four officials, who have been declared absent and unreachable for many months, are as follows:

4. Golé Lou Youman Diane Rolande (Registration number: 918 760 P | Grade: B3 | Executive Secretary)

HR Department Warning: After the strict deadline of Friday, July 17, 2026, those concerned will be brought before the Disciplinary Board, and severe administrative sanctions will be applied in accordance with the laws and regulations in force.

A phenomenon that reveals the flaws in the system

This situation is far from isolated within the Ivorian administration. Often, after passing the entrance exams, some civil servants turn to other professional opportunities.

The problem lies in the slow pace of the financial and administrative regularization procedures for new civil servants. These long months of waiting sometimes push recruits to try their luck in the private sector or abroad, landing opportunities deemed more lucrative.

This situation directly challenges the Ministry of Public Service on the need to modernize and accelerate its processes, in order to avoid these defections which end up paralyzing sometimes highly strategic positions.
