With the 2030 World Cup approaching, cooperation between the three host countries is taking on a new dimension. This Friday in Rabat, Morocco, Spain, and Portugal formalized a historic legal agreement , sealing a strategic alliance to provide a legal framework for this first intercontinental tournament.

Meeting at the Moroccan Ministry of Justice, Ministers Abdellatif Ouahbi (Morocco), Félix Bolaños García (Spain) and Rita Alarcão Júdice (Portugal) signed a memorandum of understanding accompanied by an ambitious roadmap for the period 2026-2030 .

The stakes are high: to harmonize the judicial systems of two continents (Africa and Europe) to meet the logistical, security and legal challenges of an event of such magnitude.

  1. Specific governance: Creation of a legislative framework adapted to major international events.
  2. Digital Justice & Cybersecurity: Pooling resources to combat cross-border cybercrime and accelerating the digitization of procedures.
  3. Dispute resolution: Promotion of alternative methods (mediation, arbitration) to relieve the burden on traditional courts during the tournament.
  4. Business security: Guarantee of a stable legal environment to protect investments and economic initiatives related to the World Cup.

A shared ambition: efficiency and innovation

For Abdellatif Ouahbi , this agreement demonstrates Morocco's determination to build a modern and integrated model of judicial cooperation. It's not simply about organizing a tournament, but about setting a precedent for institutional efficiency.
