Faced with repeated electoral crises and a lack of public trust in the current system, Simone Gbagbo, president of the Movement of Capable Generations (MGC), unveiled a major proposed organic law on Monday.

This text aims to dissolve the current Independent Electoral Commission (IEC) in favor of a new institution: the High Electoral Council (HCE) .

This initiative is the result of collaborative work carried out by the National Coordination Committee (CNC-MGC) in partnership with several political groups, public figures and civil society actors.

A paradigm shift to break with the past

For Mrs. Gbagbo, the reforms undertaken since the advent of multiparty politics in 1990 have not been sufficient to guarantee the neutrality of elections. The systematic challenges to the results prove that the system is on its last legs.

"The High Electoral Council is not just another instrument. It is the institutional seat of a radical paradigm shift," the MGC president insisted.

The central objective is to completely exclude government representatives and political parties from the management of elections.

How would this new High Council function?

The bill rests on two main pillars to guarantee absolute impartiality:

  1. A recruitment process based on morality: The members of the High Council for Equality (HCE) will be drawn from the moral and social forces of the country. Their selection will be made through a public and rigorous process (calls for applications, background checks, public hearings, and validation by the national assembly).
  2. Total financial autonomy: To avoid any means of pressure or budgetary blackmail from the executive, the institution will have its own autonomous budget.

A call for national consensus before the crisis

Far from wanting to impose her project, Simone Gbagbo invites the entire political class (government as well as opposition), religious and traditional leaders, as well as civil society to take up this text.

“Let’s examine this proposal together. Let’s critique it. Let’s improve it. Let’s enrich it,” she urged, emphasizing that it is always preferable to reform institutions proactively rather than reacting hastily after a crisis. For its proponents, the High Council of State (HCE) is the essential tool for restoring the integrity of the vote, consolidating democracy, and guaranteeing lasting peace in Côte d’Ivoire.
