On Wednesday, June 3, 2026, from 11:00 a.m. to 1:30 p.m., the President of the Republic, H.E. Alassane OUATTARA, chaired a Council of Ministers at the Presidential Palace in Abidjan.
Here are the main decisions that came out of this meeting:
1. General Measures: Ratification of Financing Agreements
🌍 Climate and Environment: PIDACC/BN
Three decrees were adopted to finance the additional phase of the Integrated Program for Development and Adaptation to Climate Change in the Niger Basin (PIDACC/BN) , for a total amount of more than 11.9 billion FCFA :
- AfDB loan: ~7.02 billion FCFA (12.6 million USD).
- FAD loan: ~3.82 billion FCFA (5 million UC).
- ADB grant: ~1.05 billion FCFA (1.9 million USD).
Objectives: To preserve the Niger River ecosystems, curb siltation, strengthen agro-sylvo-pastoral production, and reforest the former cocoa-growing region (Bélier, Gbèkè, N'Zi, Moronou, and Iffou regions). Impact: 30,000 direct beneficiaries, including 30% women and 20% youth.
🛣️ Road Infrastructure: Northern Highway
- Decision: Ratification of a loan of 30 billion FCFA from BOAD.
- Project: Partial financing of the works of the Kobo-Kanawolo section (47.3 km) in 2x2 lanes.
- Purpose: To improve traffic flow on the route linking the Autonomous Port of Abidjan to the hinterland countries.
⛏️ Mining Sector: Granting of Permits and Increased Participation
- Gold Prospecting: Allocation of 4 prospecting permits (valid for 4 years):
- KOFAMEX INTERNATIONAL SARL: Departments of Mankono and Bouaké.
- WEST AFRICA MINERAL RESOURCES CI SARL: Departments of Daoukro, M'Bahiakro, Dianra, Korhogo, Boundiali and Mankono.
- Compagnie Minière du Bafing (CMB): The Ivorian government buys back 1,500 additional shares for 3.5 billion CFA francs . The total public stake (government + SODEMI) rises to 30% (of which 25% is held by the government), reducing the private operator's stake to 70%.
2. Individual Measures: Diplomacy
The Council approved the appointment of three new Ambassadors Extraordinary and Plenipotentiary to Côte d'Ivoire (with residence in Abidjan):
- Republic of Korea: Mr. CHANG Soyc
- Algeria: Ms. Selma Bakhta Mansouri
- India: Mr. Ramesh Babu LAKSHMANAN
3. Official Communications
📊 Economy: Budget Outlook 2027-2029
The Council examined the Multi-Year Budgetary and Economic Programming Document ( DPBEP 2027-2029 ):
- Growth: Forecast of real GDP growth of 6.8% on average per year .
- Strategy: Increase domestic revenue (SRMT 2024-2028), debt control, prioritization of social investments and the fight against poverty.
- Deficit: Gradual reduction of the budget deficit to reach 3.0% of GDP in 2028 and 2029 , aligning with the WAEMU criteria.
🛢️ Energy: Oil Partnership with PETROBRAS
- Decision: Imminent signing of 8 new Production Sharing Contracts with the Brazilian giant PETROBRAS (Blocks CI-513, CI-600 to CI-603, CI-605, CI-701 and CI-702).
- Impact: The occupancy rate of the national sedimentary basin has now reached 75% (approximately 63,000 km²), paving the way for future major discoveries.
4. Miscellaneous: Waste Management in Abidjan
In response to recent disruptions to waste collection in Abidjan, the Prime Minister and the Minister of the Environment have ordered emergency operators to restore order. The Council notes with satisfaction a gradual return to normal . President Alassane Ouattara has demanded rigorous monitoring and regular reporting on the situation.
