The Minister of Employment, Social Protection, and Vocational Training, Adama Kamara, enthusiastically welcomed the finalization of the National Program for the Promotion of Inclusive Employment (PNIPEI). The presentation ceremony for this strategic document, organized by the Directorate General of Employment (DGE), took place on Friday, May 29, 2026, in Abidjan.

With a total cost of 100 billion CFA francs , this ambitious program aims to create more than 600,000 inclusive, decent and sustainable jobs , marking the culmination of a formulation process that began in June 2024.

An integrated response for the integration of vulnerable people

For Mr. Adama Kamara, the PNIPEI represents "an ideal and integrated government response" to the global challenges of the labor market. This program primarily targets the socio-professional integration of the most vulnerable populations.

The minister stressed that this initiative is part of an ecosystem that is now more legible and structured, thanks in particular to the creation and effective commissioning of the National Observatory for Employment and Training (ONEF) .

“I solemnly call upon the private sector and our technical and financial partners to take ownership of this program and support the government. This is a crucial issue for sustainable and inclusive growth in Côte d'Ivoire.” — Adama Kamara , Minister of Employment.

The government also expressed its gratitude to the key partners who support this vision:

  1. The World Bank
  2. The International Labour Office (ILO)
  3. The French Development Agency (AFD)
  4. The organization Innovations for Poverty Action (IPA)

Renewed support from partners and technical teams

Present at the event, Jean-Marie Kagabo, representing the director of the International Labour Organization (ILO) country office, congratulated the Ivorian government on this major step forward for decent work. He reaffirmed the ILO's commitment to supporting Côte d'Ivoire in the operational implementation of the program for the period 2027-2029 .

For his part, the Director General of Employment, Franck Dogoh Madou, praised the Minister's "inspiring leadership," saying he was convinced that the PNIPEI would establish a new employment agenda based on a synergy of action between all actors in the sector.

What are the next steps?

According to Joël Azian, an executive at the Directorate General for Employment, the short-term roadmap is structured around four major axes:

  1. Finalizing the text of the program document.
  2. Adoption by the Council of Ministers of the program and its budgeted action plan.
  3. Organizing a roundtable of donors to mobilize the necessary financial resources.
  4. Official launch and deployment of the PNIPEI pilot phase.
