The ride-hailing sector in Ivory Coast is about to undergo a major transformation. The Minister of Transport, Amadou Koné , announced on Friday, March 13, 2026, the upcoming implementation of a regulatory mechanism aimed at standardizing fares and ensuring drivers' compensation.

This decision follows a series of consultations with market leaders, including the Yango platform, with the aim of balancing a rapidly growing sector.

An operational technical committee starting in April

To translate these intentions into concrete reforms, a high-level technical committee will be established in early April 2026. Under the leadership of the ministry, this working group will bring together:

1. Public authorities;
2. Digital platform operators;
3. Drivers' unions;
4. Consumer associations.

The objective is clear: to submit a new regulatory framework to the government by July 2026 .

The 6 priority areas of the reform

The future legislative framework will be structured around six strategic pillars to clean up the market:

1. Commission caps: Limit the percentage taken by apps on each ride.
2. Minimum fare: Guaranteeing a viable minimum income for drivers.
3. Regulation of dynamic pricing: Better control of price increases during peak demand.
4. Algorithm transparency: Unveiling the technical workings of platforms.
5. Automatic indexation: Adjusting prices in response to external shocks (e.g., fuel price increases).
6. Official price comparison: Providing users with a tool to identify the most competitive offer in real time.

The challenge: To protect the purchasing power of Ivorian users while offering financial stability to those who drive the digital mobility economy.
