Burkina Faso : Une autorisation désormais obligatoire pour étudier à l'étranger
The transitional government of Burkina Faso is taking a tougher stance on international academic mobility. Meeting in the Council of Ministers on Thursday, June 25, 2026, under the chairmanship of Captain Ibrahim Traoré, the executive branch approved a major amendment to the decree of December 9, 2021, which governs aid, scholarship, and internship programs.
From now on, obtaining prior authorization from the State is a strict and mandatory condition for any Burkinabe student wishing to pursue their studies outside national borders.
The new regulations are broad and tolerate no regulatory exceptions, regardless of the origin of the funds:
"From now on, every student, every Burkinabe who wants to pursue their studies abroad [...] has the obligation to obtain prior authorization before starting their studies," stressed the Minister of Higher Education, Adjima Thiombiano.
The Minister of Higher Education was particularly firm regarding the risks faced by offenders. Any student who chooses to circumvent this administrative procedure will face serious consequences upon their return.
Although the authorities justify this reform by the desire to regulate study projects and align them with the strategic vision of the power in place, the decision is causing a great deal of controversy among the public.
For many observers and citizens, this measure is perceived as a restriction of individual freedoms aimed at curbing the ambitions of Burkinabe youth internationally.
