Madagascar/Antalaha : L’impunité des gendarmes face à des accusations d’exactions et de viol
More than five weeks after the tragic events that shook the Antalaha district, the silence surrounding the justice system persists. Despite the gravity of the reported acts—including the rape of a minor and the death of a young man—no concrete charges have yet been brought against the law enforcement officers involved.
Currently being treated at the Besopaka hospital (Sambava), a 17-year-old girl bears the physical and psychological scars of a brutal attack. Suffering from intimate injuries and walking difficulties, she directly identifies gendarmes as her assailants.
The chaos appears to have originated with the loss of a service weapon during the night of April 2nd to 3rd in Marofinaritra. Two conflicting versions exist:
A punitive expedition ensued, marked by arbitrary arrests, beatings, and the death of a 20-year-old man . Although the weapon was recovered, the human toll remains high and the trauma profound for the population.
The crux of the problem lies in the procedure. The prosecutor in Antalaha says she is powerless until she receives authorization to prosecute from the military hierarchy. This administrative hurdle fuels a sense of impunity, which has been vehemently denounced by local elected officials and the victims' families.
Faced with public discontent, the National Gendarmerie command attempted to calm the situation via an official statement:
The challenge: Beyond words, the public now expects action. Restoring trust will inevitably require lifting the de facto immunity that the perpetrators of this violence seem to enjoy.
