Tchad : Le Sénat valide l'amnistie de Mahamat Zene Bada

The Chadian Senate has taken a decisive step in the Mahamat Zene Bada case. During its 13th plenary session, the upper house adopted by an overwhelming majority (61 votes for and 4 abstentions) the bill ratifying the general amnesty order in favor of the former secretary general of the MPS.

Led by the Minister of Justice, Dr. Youssouf Tom, this measure follows a decision by President Mahamat Idriss Déby Itno dated January 13, 2025. Although Mr. Zene Bada was previously convicted of embezzlement of public funds, this amnesty aims to erase the political and civic consequences of his conviction, thus contributing to a process of national reconciliation and political appeasement.

Key points of the law:

Limited scope: The amnesty does not entail any career reinstatement or back pay.
Third-party rights: Potential victims retain the right to claim civil compensation.
Purpose: The text must now be promulgated to definitively close this case that is more than ten years old.
