Deux nouvelles assurances obligatoires pour sécuriser les constructions et protéger les usagers
The construction sector in Côte d'Ivoire is being strengthened by a new legal framework through the introduction of two mandatory insurance policies . This major reform, decided upon by the Council of Ministers, aims to improve safety on construction sites, guarantee the quality of the work, and, above all, better protect owners, users, and third parties in the event of a disaster.
The government, under the presidency of Alassane Ouattara, adopted a draft law amending the Construction and Housing Code during the Council of Ministers meeting on Wednesday, December 3, 2025. The objective is clear, as indicated by government spokesperson Amadou Coulibaly: to professionalize the sector and reduce the risks associated with construction work.
This initiative complements existing obligations to ensure more effective coverage of risks and damages in buildings.
From now on, every builder is required to take out two specific types of insurance:
The bill also introduces an obligation for all building owners : to take out liability insurance.
According to Minister Amadou Coulibaly, these measures will help to secure the sector and improve disaster management .
"The aim is to ensure that in the event of a victim, compensation can be made quickly and efficiently. This is all part of the national real estate policy, in light of the accidents observed in recent years in this sector," he stated.
He also clarified that subscribing to these insurances will not have any impact on the cost of rents .
This reform is considered a major step in the regulation of construction in Ivory Coast, aiming to promote more responsible practices and strengthen user confidence in new constructions.
