End of illegal clinics and a new offensive against cosmetic abuses

The gamble has paid off for the Ministry of Health. On Tuesday, December 23, 2025, the Director of Private Establishments and Healthcare Professions (DEPPS), Dr. Marie-Josèphe Bitty , presented a landmark report on the "Zero Illegal Clinics" operation. Now, the administration is turning its attention to a new front: the regulation of beauty and massage centers.

A radical assessment: 100% of establishments either brought into compliance or closed.

Starting from an alarming observation in 2022 (where 80% of private structures were operating illegally), the DEPPS now displays an undeniable result.

  1. Mass checks: Nearly 4,000 establishments were inspected (exceeding the initial target of 125%).
  2. Permanent closures: 1,997 clandestine structures have been permanently closed.
  3. Regularization: 1,547 establishments have brought their files into compliance and now hold their official operating permit.
"We are now at zero illegal clinics," Dr. Bitty emphasized, while announcing rigorous close monitoring to prevent any clandestine reopening.

Next target: The beauty and wellness sector

The health authority took advantage of this announcement to issue a stern warning to beauty salons and massage parlors . Although they sell "wellness" services, these establishments fall under the regulations for healthcare facilities as soon as they perform medical procedures.

Dr. Bitty denounced serious abuses and "invasive practices" that endanger the lives of clients:

  1. Teeth whitening (procedures reserved for dentists).
  2. Injections (especially for BBL - Brazilian Butt Lift).
  3. Fat removal (clandestine liposuction).
  4. Inappropriate massages.

The sanction is clear: the DEPPS will proceed with the systematic closure of illegal services to guarantee the safety of care.

Towards a "Quality Label"

To guide users and reward top performers, a labeling system will soon be implemented. This ranking will allow us to:

  1. Evaluate the performance of establishments (medical, paramedical and alternative medicine).
  2. Inform the public through a transparent consultation on quality levels.
  3. To sanction the decline in standards through a public downgrading.
