Abidjan : Le Ministre-Gouverneur Cissé Bacongo déclare la guerre au désordre urbain

The face of Ivory Coast's economic capital is undergoing a major transformation. Under the leadership of Minister-Governor Cissé Ibrahima Bacongo , the Autonomous District of Abidjan is taking a tougher stance to restore order and discipline in public spaces.

A strict legal framework: Decree No. 03

The turning point was marked by the adoption of decree no. 03 of March 29, 2024. This legislation puts an end to the free rein for several activities deemed incompatible with the ambitions of a modern metropolis. The following are now formally prohibited throughout the district:

  1. Begging : Singled out for the precariousness it generates and the degrading image it projects.
  2. Handcarts ("wottro") : Considered obsolete and responsible for major traffic jams.
  3. Street vending : Accused of occupying space in an anarchic manner and engaging in unfair competition against formal businesses.

During a press conference at the Sofitel Hotel Ivoire on April 14, 2026, the Minister-Governor reiterated his "zero tolerance" policy, stating that human dignity and urban fluidity could not be negotiated.

A two-pronged strategy: Awareness followed by Repression

To gain acceptance for these radical changes, the authorities have implemented a gradual action plan:

  1. Information phase : A broad awareness campaign to explain the rationale for these measures to the population.
  2. A phase of firmness : Systematic repression of offenders. The District Police, supported by national security forces, are mobilized to enforce the law on the ground.
"We will no longer allow this to happen," insisted Cissé Ibrahima Bacongo, stressing that informal trade and unsanitary conditions can no longer hinder Abidjan's development.

Towards a world-class metropolis

This fight against disorder doesn't stop at the streets; it also encompasses the management of plastic waste, illegal flyposting, and traffic violations. The ultimate goal is to align Abidjan with President Alassane Ouattara 's vision: to transform the city into a clean, competitive, and attractive metropolis.
