Accused of having raised the height of his building without prior authorization, Ebrottié Elogne Laurent, the project owner for lot 6A in Abatta, provides major clarifications. Balancing administrative compliance and structural safety, he defends the legality of his project.
At the center of a controversy concerning a construction project in the town of Bingerville, Mr. Ebrottié wishes to set the record straight. The legal owner of a 400 m² plot (Land Title No. 216 504 of Allobé), he emphasizes that his acquisition is perfectly legal and registered with the land administration.
Initially authorized for a 3-story building, the project has evolved into a 4-story building , a transition that the owner justifies by the reinforcement procedures provided for by Ivorian regulations.
To address concerns about the building's stability, the project owner sought the expertise of Bureau Veritas Côte d'Ivoire . This accredited inspection firm conducted rigorous monitoring between August 2023 and May 2024.
Regarding suspicions of an unauthorized passage to a level R+5 , Mr. Ebrottié makes a significant distinction: the recent interventions constitute structural reinforcement operations essential to the safety of the building, and not the illegal addition of a usable floor.
"I have no interest in flouting planning regulations, much less in endangering lives," he firmly states.
As the Ministry of Construction increases inspections of urban construction sites, Ebrottié Elogne Laurent reaffirms his willingness to cooperate with the authorities. He pledges that no additional infrastructure will be put into service without the formal approval of the relevant state services.
