Guerre au Soudan : Le Tchad visé par une plainte devant la CPI pour complicité de crimes
The legal net is tightening around the Chadian authorities. The Sudanese NGO Priority Peace Sudan officially filed a complaint with the International Criminal Court (ICC) on Monday, December 15, 2025. It accuses high-ranking Chadian state officials of facilitating the transfer of weapons to Sudan, thus fueling a conflict that has ravaged the country since April 2023.
According to information revealed by Africa Intelligence , the complaint specifically targets President Mahamat Idriss Déby as well as leaders of the National State Security Agency ( ANSE ).
The NGO argues that Chad serves as a logistical hub:
"The purpose of this complaint is to establish Chad's responsibility in the transfer of materials used to commit war crimes and crimes against humanity," says Vincent Brengarth, one of the NGO's lawyers.
The immediate objective of the defense is to obtain the opening of a preliminary investigation by the Office of the Prosecutor of the ICC. For the plaintiffs, this is a logical continuation of the investigations already underway into the abuses committed by the FSR, this time targeting the networks of state complicity.
Faced with these serious accusations, the Chadian government reacted vehemently through its Minister of Communication, Gassim Cherif. The state's defense rests on three pillars:
The conflict between General Abdel Fattah al-Burhan and General "Hemedti" (FSR) has plunged Sudan into what the UN describes as "the world's worst humanitarian crisis." Since April 15, 2023, the fighting has claimed tens of thousands of lives and caused massive population displacements.
