Meeting in its formal opening session this Wednesday, February 11, 2026, in Cocody, the National Chamber of Approved Developers and Builders of Côte d'Ivoire (CNPC-CI) broke its silence on the housing crisis. Under the leadership of its president, Siriki Sangaré , the organization unveiled a proactive strategy to alleviate the financial burden on Abidjan households.

A frank assessment: the offering is lagging behind

The conclusion is undeniable: soaring prices are merely a symptom of a structural problem . For Siriki Sangaré, the gap between rampant demand and insufficient supply dictates the market's rules.

"We must move beyond hypocrisy and build a sustainable system where each party can play its role and realize its profit," insisted the president of CNPC-CI.

The culprits have been identified:

  1. Uncontrolled urbanization.
  2. Excessive reliance on self-build construction.
  3. The explosion in the costs of imported materials and land.
  4. Bank financing conditions are still too rigid.

The 3 levers to transform the market

To reverse the price trend, CNPC-CI proposes a roadmap focused on three strategic pillars:

1. Control of public land

Land is the primary expense. The Chamber advocates for the creation of designated public areas for social and rental housing. By reducing land acquisition costs for developers, the aim is to enable mass production at low cost.

2. The shock of the rental supply

The revolution will come through a change of model. Rather than focusing solely on homeownership, Siriki Sangaré is encouraging developers to invest heavily in formal rental housing . The idea is simple: saturate the market so that supply finally exceeds demand.

3. Financing and pooling

CNPC-CI is focusing on strengthening the bankability of its projects . This involves:

  1. The implementation of guarantee mechanisms.
  2. The mobilization of long-term financial resources.
  3. Strengthening Public-Private Partnerships (PPPs).

2026: A year of technical action

The Vice-President in charge of general policy, Dr. Yamoussa Coulibaly , highlighted the successes of 2025, particularly the assistance provided to members in obtaining accreditations. For 2026, innovation will be key, with facilitated access to construction equipment through financing mechanisms specific to the Chamber.

A shared optimism

The sector seems ready to take on the challenge. Patricia Guerrier , CEO of Isis Immobilier and a long-standing figure in the sector, expressed her confidence: "Together, we will do an excellent job."

The challenge is now clear: to transform these guidelines into concrete projects to restore purchasing power to the people of Abidjan.
